Melissa Davlin reports that the majority of bills introduced in any given legislative session never make it to the governor’s desk. While a death by nay votes gets a bill the most attention, there are other, quieter ways Statehouse proposals meet their ends.
House and Senate committee chairmen can refuse to give a bill a hearing once it’s passed the other side of the rotunda, and sponsors can pull their own proposals for a host of reasons. And if a bill is still making its way through the process when the Legislature adjourns, it’s the end of the line.
