William Spence reports the narrowly crafted bill is intended to help Boise County, which is facing a $5.4 million judgment for improperly blocking a proposed development in 2010.

House Majority Caucus Chairman Ken Roberts’ measure would let county commissioners impose a small property tax “obligation levy” for the purpose of paying off a court judgment, subject to certain limits.

The levy wouldn’t have to be approved by voters, nor would it be subject to the 3 percent cap on annual property tax increases.

“That doesn’t sound like me, does it?” Roberts said Wednesday after the House Revenue and Taxation Committee agreed to introduce the bill.
